Jammu, March 5: The National Governance Conference on Holistic Development of Districts – Transforming Governance for Viksit Bharat commenced in Jammu, bringing together senior administrators from across the country to share best practices and innovative governance models.

The conference is being organised by the Department of Administrative Reforms and Public Grievances under the Ministry of Personnel, Public Grievances and Pensions, Government of India. The event aims to promote district-level transformation as a key driver of India’s vision of Viksit Bharat.

During the inaugural session, Tarit Kanti Chakma, IAS, Chief Executive Officer of the Tripura Rural Livelihood Mission (TRLM), shared insights from his administrative experience. Drawing on his tenure as District Magistrate of Gomati district in Tripura, Chakma highlighted how a balanced approach combining qualitative, quantitative, and behavioural strategies helped deliver measurable outcomes.

He outlined initiatives undertaken in housing, healthcare, maternal and child welfare, and grievance redressal systems, stressing the importance of integrated planning and citizen-centric governance. According to Chakma, data-driven monitoring coupled with community engagement played a crucial role in improving service delivery and ensuring accountability at the grassroots level.

His work in Gomati district received national recognition and earned the prestigious Prime Minister’s Award for Excellence in Public Administration. Chakma noted that such holistic governance models not only enhance development indicators but also foster trust between citizens and the administration.

Officials at the conference said the platform is designed to facilitate knowledge exchange and identify replicable models that can be adapted across districts nationwide. By focusing on localised solutions and administrative innovation, the conference seeks to accelerate progress toward inclusive and sustainable development under the Viksit Bharat vision.
