The reform roadmap was unveiled by Sanjay Lohiya, Secretary of the Department of Financial Services (DFS), Ministry of Finance, who outlined a vision to strengthen RRBs in line with the national objective of building a Viksit Bharat.

Satyendra Singh, Chairman of Tripura Gramin Bank, attended the programme along with banking professionals and senior officials from across the country.

The initiative aims to transform RRBs into efficient, technology-driven and future-ready institutions capable of meeting the evolving financial needs of rural communities.

The reform framework focuses on expanding access to formal banking services, promoting innovation, improving institutional efficiency and ensuring sustainable growth. It also seeks to strengthen service delivery and enhance the operational capabilities of RRBs to better serve farmers, rural households, small entrepreneurs and other underserved sections of society.

Regional Rural Banks play a significant role in connecting rural communities with the formal banking system by providing credit and other financial services to farmers, self-employed individuals and small businesses.

The new agenda seeks to build on this role by strengthening institutional resilience and promoting customer-centric banking services, enabling RRBs to contribute more effectively to rural development.

The programme aligns with the Centre’s broader objective of creating an inclusive financial ecosystem in which banking services and economic opportunities reach rural and underserved communities.

Through technological advancement and improved operational performance, the reform roadmap aims to equip RRBs to respond to emerging challenges in the banking sector while maintaining their focus on financial inclusion at the grassroots level.

The initiative also highlights the importance of rural banking institutions in supporting livelihoods, facilitating credit access and promoting economic activity beyond urban centres.

By strengthening the capabilities of RRBs, the agenda seeks to improve their ability to meet the financial requirements of rural customers and contribute to sustainable economic growth.

The launch of the Utkarsh – RRB Reforms Agenda FY27 marks a step towards strengthening India’s rural banking framework and reinforcing the role of Regional Rural Banks in advancing financial inclusion and the country’s long-term development goals.
