LS Speaker Birla hails legislative drafting

Chandigarh, Sep 26: Lok Sabha Speaker Om Birla inaugurated a two-day training workshop on Legislative Drafting and Capacity Building in Chandigarh on Friday. The event was organized by the Haryana Vidhan Sabha in collaboration with the Institute of Constitutional and Parliamentary Studies.

In his address, Speaker Birla emphasized that legislative drafting is the “soul of democracy” and stressed the importance of clear, simple, and transparent laws in strengthening democratic institutions and public trust. “Laws must evolve with changing times. With proper training, future legislation can be more welfare-oriented and responsive to societal needs,” he said.

The inaugural session saw the presence of Haryana Chief Minister Nayab Singh Saini, Haryana Speaker Harvinder Kalyan, Karnataka Speaker U.T. Khader Fareed, and Haryana Deputy Speaker Krishan Lal Middha.

Birla voiced concern over frequent disruptions in legislatures, urging that meaningful and accountable discussions are essential to uphold the public’s faith in democracy. He noted that strong legislative drafting can help keep disagreements ideological rather than legal.

He also praised Haryana’s achievements in agriculture, industry, and governance, especially its initiative to procure all crops at minimum support price.

Recalling the importance of constitutional values, Birla highlighted the need for continuous training in legislative drafting. He credited Prime Minister Narendra Modi and Home Minister Amit Shah for recognizing this gap and promoting such capacity-building efforts.

The Speaker stressed the importance of eliminating grey areas in law to avoid judicial ambiguity. He concluded by saying that workshops like this enhance institutional effectiveness, equip officials with essential drafting skills, and align laws more closely with public aspirations.
