Tripura Moves Employee Records and Pension Services to Digital Platform

AGARTALA, SEPTEMBER 8: Government employees in Tripura will now be able to access key service-related facilities online with the state government launching its NextGen Human Resource Management System (HRMS) on Tuesday.

The new platform brings leave applications, General Provident Fund (GPF), service records and pension proposals under a digital system, marking a further shift away from paper-based employee administration.

Finance, Planning and IT Minister Pranajit Singha Roy formally launched the HRMS at a programme attended by senior officials, including Finance Secretary Dr Prashant Kumar Goyal, Principal Accountant General (Audit) Shailendra Vikram Singh, Accountant General (A&E) Ranendu Sarkar and officials of the Finance Department, Treasury Administration and National Informatics Centre (NIC).

Developed by NIC, Tripura, the system currently has four operational modules — Leave, GPF, Digital Service Book and Online Pension.

Through the Leave Module, employees can apply for leave electronically, while leave credits and deductions will be processed digitally. The system will also provide updated information on leave balances and enable online approval.

The GPF module will give employees access to digital passbooks synchronised with the Accountant General’s office. Under the Digital Service Book facility, physical service books will be replaced by electronically secured records using e-sign protocols.

The Online Pension Module will enable pension proposals to be forwarded electronically to the Accountant General’s office. The government expects the system to reduce delays and facilitate faster issuance of Pension Payment Orders (PPOs).

Singha Roy said the HRMS had already been used for payroll preparation since March 2026. The platform has also been integrated with SPARROW, PAN, Ration Card, UIDAI, ABHA and CM-JAY systems for verification of employee information.

According to the government, these integrations will help identify discrepancies and prevent fraudulent or incorrect entries in employee records.

The minister said the state had considered developing the system through private agencies but found their cost estimates high. The government subsequently opted to develop the platform through NIC scientists and resources, in collaboration with Finance Department engineers and officials, at minimal cost.

The HRMS initiative is part of Tripura’s broader digital governance drive. The state has already implemented e-Office across its administrative chain, from the Cabinet to Gram Panchayat level, allowing electronic movement and tracking of government files.

The launch programme also saw the release of the DDO Handbook for Pension Proposals and New Pension Rules.
