Chairing the review meeting, Barman emphasized the need for efficient implementation of ongoing developmental projects and timely utilization of funds allocated under the 15th Finance Commission (FC). “All pending work sanctioned under the 15th FC must be completed within a fixed timeframe. Expenditure already made and remaining funds should be fully utilized as per the prescribed norms,” he directed officials.

The Minister highlighted that the comprehensive review aimed to assess the performance, financial management, and project execution status of all Panchayats, ensuring accountability and transparency at every level. He also stressed the importance of effective coordination between state and local bodies to accelerate rural development initiatives.

As part of efforts to strengthen local governance infrastructure, Barman announced that Panchayat Learning Centres across the state are being upgraded to enhance administrative capacity and training opportunities for local representatives. He further informed that new Panchayat buildings are under construction to improve working conditions and accessibility for rural citizens.

Reviewing digital governance initiatives, the Minister said the functionality and performance of the government’s citizen-centric Amar Sarkar portal are being closely evaluated to enhance its efficiency and responsiveness. “The goal is to ensure that citizens can seamlessly access essential services and raise grievances directly through the platform,” Barman stated.

He reiterated the government’s commitment to empowering Panchayati Raj Institutions and strengthening grassroots democracy through timely execution of projects and improved digital service delivery mechanisms.
