State approves ₹1L cr gems policy, new recycling initiative

Mumbai, Oct 7: The Maharashtra Cabinet, chaired by Chief Minister Devendra Fadnavis, on Tuesday approved two major policies — the Gems and Jewellery Policy 2025 and the Wastewater Treatment and Recycling Policy — aimed at boosting industrial growth and promoting sustainable urban development.

The Gems and Jewellery Policy 2025, effective from 2025 to 2030, seeks to attract ₹1 lakh crore in investments and create five lakh new jobs while doubling exports from $15 billion to $30 billion. A provision of ₹1,651 crore has been allocated as incentives for the policy, with an additional ₹13,835 crore earmarked for the period from 2031 to 2050. For 2025–26 alone, ₹100 crore will be made available for implementation.

The policy aims to establish Maharashtra as a global hub for the gems and jewellery industry through infrastructure development, skill enhancement, and adoption of advanced technologies such as digital trade, blockchain traceability, and lab-grown diamond production. It includes incentives such as interest subsidies, stamp duty and electricity concessions, cluster development, skill development assistance, export facilitation, branding support, and a single-window clearance system.

In parallel, the Cabinet also approved the Wastewater Treatment and Recycling Policy, to be implemented across 424 urban local bodies in the state. With ₹500 crore allocated for the Urban Development Department, the initiative promotes a circular economy by processing and reusing treated wastewater.

The policy prioritises the use of treated water for non-potable purposes such as thermal power plants, industries, urban services, and agricultural irrigation. It also establishes a multi-tier coordination mechanism — including district-level and state-level committees — to ensure effective implementation.

The government said both initiatives aim to balance industrial expansion with environmental sustainability, positioning Maharashtra as a leader in innovation and responsible development.
