Tripura Among Top States in Adult Literacy Certification: FLNAT Report

Agartala: June 03: Tripura has emerged as one of the top-performing states in tackling adult literacy challenges, according to the latest data from the Foundational Literacy and Numeracy Assessment Test (FLNAT). The state has recorded an impressive 98.1% certification success rate, positioning itself just behind Tamil Nadu and Delhi in the national rankings.

The FLNAT, conducted between July 2024 and March 2025, assessed over 1.77 crore adult learners across India. The test, developed to evaluate non-literate individuals in reading, writing, and numeracy, carries a total of 150 marks. Despite high participation, only 34.31 lakh learners were officially certified by May 2025, reflecting a national average certification rate of 19.4%.

Tamil Nadu led with a 100% certification rate, successfully certifying all 5,09,694 participants. Delhi followed closely with a 99.3% success rate, certifying 7,901 out of 7,959 learners. Tripura, with 13,909 of its 14,179 candidates certified, stood out with a 98.1% success rate, underscoring its effective implementation of adult education programs.

In contrast, states like Uttarakhand, Gujarat, and Himachal Pradesh reported relatively lower success rates. Uttarakhand certified 85.7% of its test-takers, Gujarat 87.1%, and Himachal Pradesh 88.3%, despite having moderate participation levels.

FLNAT is a nationwide initiative under which states and Union Territories identify illiterate adult populations, train them in foundational literacy and numeracy, and assess their progress through standardized testing. The program aims to certify individuals as literate upon successful completion.

The data, released by the National Institute of Open Schooling (NIOS), highlights the varying degrees of success among states in addressing adult education. Tripura’s strong performance reflects its commitment to inclusive learning and effective outreach, positioning it as a model for other states aiming to boost adult literacy.
